New 4890 fan won't spin

So I just ordered a Sapphire 4890 off ewiz a couple weeks ago and when I got it the first time the fan barely spun or would stop spinning and on first boot the card overheated and crashed. I RMA'd it, they took their sweet ass time, I called to see what was up and they said it tested fine 3 days prior to when I called (thanks for the notice). So, whatever I had them send it back and now it's the identical problem.

Is there anything remotely at all specific to my pc that could cause the fan to spin half assed?

What are the rest of your computer specs? You installed the newest driver from AMD?

Q6600
3x HDD, 1x Optical
550W PSU

And I don't think drivers are relevant because it behaves this way during POST and doesn't change. You can hear it struggling to turn, and I thought during POST GPU fans spin at 100% anyway.

No, it's the old one. Personally I don't believe that they even tested this card and just sent me some generic futuremark printout to "prove" to me it works. I just want to make absolutely sure there's nothing on my end causing a problem before I call them up and demand a prepaid shipping label and refund or threaten to file a CC dispute.

Does the card respond to manually raising the fan speed in CCC/ATi Tray Tools/Riva Tuner?

Did you monitor the fan speed and temperature upon booting, so that you are sure that this causes the crash!?

Also that PSU is fairly old, with 36 Amps on the 12 V rail. Maybe your 4890 and the quad core is pushing it? I'm not really sure about that, but it's an idea. Is there any way you can test the card on another system?

There's no reason the fan shouldn't spin up. Drivers don't matter, it's the bios that matters instead. Make sure the header is plugged in correctly into the pcb of the videocard.

You may have considered this alllready but I would want to plug it into another computer to see what it does. Could be the retailer fouling up.

I just got a replacement from newegg, I assume brand new, and I had the same problem as you...now TWICE. Two different mobos...same psu though. If I reach in and nudge the fan sometimes it'll start up. Before putting it in I felt the fan and it did not turn easy as these fans should...

Hard to say anything without you testing another PSU first. Try that if you can.

Same thing happened to me with the GTX275 but it turned out the GTX275 had a fail rate so i RMA'd it and the second one had a problem with the heatsink not set on rite. So around the 3rd and last RMA i got the GTX275 that works ok almost.
