too much disruption to the existing infrastructure....you'd need new cash drawers for registers, new readers and counters for vending and banking, new wallets.....etc etc etc

They're not redesigning the one by an act of congress. I guess it was going to cost too much to upgrade all of those old $1 vending machines and coin changers.

Also, they weren't going to redesign the 5 but I guess some of the markings and the metal strip in the bill line up with the $100 so people are bleaching 5s and using them to make counterfit 100s. With the redesign they've moved the strip so it won't be as useful to counterfitting 100s.
