Correctly if I'm wrong, "the limit" is, theoretically, the MAXIMUM speed limit that you can drive. Therefore, theoretically again, you should NEVER go above "the limit".
In reality, almost everybody breaks the law for going overs-peed-limit on the left lane.
What I don't see is the "MINIMUM" speed limit posted along the highways.

I have no problem with passing on the right if there is sufficient room (basically, situations where the car you're passing had plenty of space to move right but didn't).
If you are talking about the people who weave in and out of the lanes when there's clearly not enough room to make the pass, then I'm right there with you.

Obviously they don't ticket you for going 66 but the point is that you'd be breaking a law on either side of 65.
