1. What YOUR PC will be used for. That means what types of tasks you'll be performing.

Heavy photo editing (batch processing of RAW format, Photoshop editing, etc)
Video encoding/editing
Media server of audio and video
potentially DVR software for television (tuner card and software)


2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread

$600-700 max but lower is better

3. What country YOU will be buying YOUR parts from.

USA

4. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.

No, but leaning towards Sandybridge H67 platform

5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.

Monitor, keyboard and mouse only

6. IF YOU have searched and/or read similar threads.

Yes

7. IF YOU plan on overclocking or run the system at default speeds.

No overclocking necessary

8. What resolution YOU plan on gaming with.

Not gaming but I think the native resolutions of the monitors I have are 1680x1050 (21") and 1600x900 (20")

9. WHEN do you plan to build it?

30 days

10. Basic line of thought:

Sandybridge H67 on-board GPU based system
4 or 8 GB RAM
Windows 7
SSD for OS minimum and possibly Photoshop &/or Video editing software
~1TB drive for data and other applications
Need new optical drives, DVD Burner and Blu-Ray reader

Do I need to consider anything special for working with large video files or multiple (maybe 30-100 at a time) large photos in various formats?
This is the biggest problem with our current machine. Additional cost may be considered for improved performance here.

What should I look at as for as tuner cards? I know a little about the Hauppage Colossus.


Looking at Antec EW Green power supplies

I want to have video input on the front panel of the case.


Also need a flash card reader. I have an external but would like it on the front panel. One of our D-SLR cameras uses Compact Flash, all the newer ones use SD or micro SD. Many flash card readers get horrible reviews on Newegg.

Sandy Bridge, 8GB of RAM, SSD, Blu-ray, Windows, and a TV tuner is a pretty tall order for $600-700, but I'll see what I can do.

That's about where your budget runs out. Windows 7 will be another $100, and a Colossus is another $150. I'm not sure about which tuners come with a breakout box that allows video input from the front panel.
