A friend of mine is having some problems assembling a new C2D system and due to his lack of access I thought I would try to pick the collective OCForums minds for help
Major Components in the build:

Now to the problem...
With the bare essentials assembled - the parts listed above - when the power supply is plugged in and turned on a led light on the motherboard glows green (solid) and the fans on the CPU, GPU, and Power Supply spin up every 5 seconds for a few seconds, then stop, then spin up again, etc. Understand we have not hit the power button on the case, its simply when we plug in the power cord to the power supply then set the supply to the on position this happens.
We have completely disassembled the system and re-assembled it with no discernable 'shorts' noticable. We even pulled the motherboard from the case (since it mounts on an aluminum motherboard tray) and tried with exactly the same results.
I suspect there is a problem with the power supply but frankly have never seen anything quite like this.
Any input would be appreciated- and Thanks! in advance.
Tomorrow I will be testing the system with an older power suppply of mine (Thermaltake 420watt ATX12V Purepower) to test my guess but once again....any input is appreciated.
