1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Gaming (FPS like CS:GO and BF 1) & general web surf
2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread
$700-800 max
3. What country YOU will be buying YOUR parts from.
USA
4. IF you're buying parts OUTSIDE the US, please post a link to the vendor you'll be buying from.
We can't be expected to scour the internet on your behalf, chasing down deals in your specific country... Again, help us, help YOU.
N/A
5. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
None

7. IF YOU plan on overclocking or run the system at default speeds.
Nah
8. What resolution, not monitor size, will you be using?
1080p
9. WHEN do you plan to build it?
Note that it is usually not cost or time effective to choose your build more than a month before you actually plan to be using it.
Soon but might wait til Cyber Monday to get sales
Let me start this off by saying that I have a $500 gift card to Amazon, so all parts will be bought from there first, then anything over $500 will be from newegg. I'm trying to see if I can get the $500 Amazon exchanged for newegg, but as of this first post, assume Amazon purchase.
I was thinking of basically using the Low End build listed in the sticky, but going up to 16GB of RAM, and going with a GTX 1060 instead of the 950. Also included in the budget price is a new monitor. Currently have a 60hz Acer 23'' monitor, (no clue panel type) that I want to replace with something better. I'd like a 27'' 144hz display, so please recommend one. Leaning toward Acer GC276HL which is a 144hz IPS display with 1080p res. To bump up to 1440p, would cost about double.. which I think is overkill.
List right now:
CPU - i3 6100
GPU - EVGA GTX 1060
Case - Reused
PSU - EVGA 500 W1
RAM - Crucial 2x8GB DDR4 2133 MT/s
Mobo - Gigabyte H110M-A
SSD - Reused
HD - Reused but might buy another later
Subtotal: $441.43
