New Computer won't startup!

I was building a new budget computer with
Intel Dual Core 1.8Ghz
Intel Motherboard DG965WH
Rosewill TU-155 400W Power Supply ( I think the problem lies here)

When i plug in the computer, the cpu fan gets lil power and moves for couple seconds (i havent pressed 'on' button, just plug in) and the blue light on the case also comes up for a sec before disappearing. The standby light on the CPU is on (green color) and teh instructions says that it should not be on, because that means computer is getting power even when i have not pressed the start button.

Now when i finally press start button nothing happens. the standby light is still on and power does not come to cpu or any fans. I think the power supply is messed up, the case i got only has 400W but it had really good reviews on newegg. I hope it didnt fry up my motherboard. Should i return the whole case or juz get a new PSU (will svae on return shipping i guess). Any suggestions would be greatly appreciated!

Have you checked that all the connectors are secure? Reconnect them and try again. Make sure the 4pin connector is plugged into the board.

I made sure everything is plugged in but still the same result. How do i differentiate between a defective motherboard or a defective PSU?

Check to be sure the cpu heatsink fan wires are connected to the board connection marked "CPU FAN". Some systems will not boot if this is not done. Plugging the fan into another connector will not work.

I'm having the exact same problem w/ a dg965wh in an Antec P180 w/ an Antec TruePower Trio 650 PS. E6420 for CPU. Power supply is putting out +12V on the 2x2 when shorting out the green and black connector. The green LED on the mobo comes on when the PS is turned on, as well as the CPU fan and the PS fan. Here's what I've done:

- Checked (5 times) the proper pins for the front panel button header

- Tested continuity on the case power switch lead

- Tried with only one Mem module in the channel A 0 slot (Mushkin 1.8v DDR2 800 5-5-5-12)

- Removed all connectors inside and out except 24 pin power, 2x2 power, and the CPU w/ fan

- Cursed at it

- Smacked it w/ a rubber mallet (not really but want too)

I had an ASUS board years back that I had to use electrical tape to isolate the MB from the case at the standoffs and screws to get to POST. Not sure if that's what's going on here. I have to get into work so I'll have to try that later.

It sounds like the green LED indicates that power is making it through the supply to the motherboard. The brief fan motion and the blue LED suggest that it takes a couple of seconds for the complete power control circuit to take control.

Then, the failure when you push the "Start" button sounds like the power supply is shutting down because a component that is only powered during normal operation is shorted.

To test for that, remove the retaining screws, and lift it enough to slide a sheet of paper under it to insulate it from the chassis, or, if the wires are long enough, you can try to remove the board completely and test it on an insulated surface outside the chassis.

If the board works under this condition, you'll have to check to make sure no exposed contacts at solder connections, etc. on the bottom of the board are making contact with the mouning areas of the chassis.

i generally dont trust newegg reviews about PSU's because the reviewer thinks the PSU is great if the unit turns their system on. what else are they going to test? consumers DONT test PSU's the way tech sites do. the only consumer tester i have any faith in at all is johnnyGURU.

One of the AnandTech Moderator's signature says: "Do your computer a favor and buy a quality PSU", or something to this effect (sorry if I messed it up).

Do yourself a favor and buy a brand name PSU - even if you have to spend over $100, and it is rated WAY above your amperage requirements. Rosewill is generally fine for some components, but PSU...? I don't know...

IMHO, the PSU is more important than any other component. If the PSU doesn't work properly, no other component will.
