New dialup modem - port conflicts

I bought a new internal PCI dialup modem today to use as a backup to my cable modem system, its new enough to be V.92 compliant. I'm using Windows XP Pro w/ an AMD Athlon 2400+ CPU and Shuttle AN35N-Ultra mobo.

I've spent eight hours trying to get it to work without any luck. When I plugged it in and turned on my computer, Windows XP detected the new hardware, automatically installed drivers and configured the modem. I got a free NetZero account to test the dialup modem since I needed some phone numbers to servers. It wouldn't dial, at which point I uninstalled the Windows XP drivers and loaded the drivers from the CD which came with the modem card.

Then I started getting error messages that "the modem couldn't start dialing." At this point when I went into the system manager-> hardware-> modem-> properties-> query modem, I received back a list of results, with many lines reading the word "success". There was some question about the age of the driver files, which were from 4/11/2002. I went to the manufacturer's website (www.hival.com) but couldn't deterine if I needed to download drivers for the ESS chipset or the PcTel chipset. Someone on the AMD forum said the information was on the modem card, but it wasn't. The processor chips on the modem card were from Agere, so I went to their website. I found a set of beta drivers from September 2003, which I downloaded. I uninstalled the older drivers from Hi-Val and loaded the driver files from Agere.

Next I started getting Network Connection Error No. 711 -> A Configuration error on this computer is preventing this connection. Playing in the Service Manager I cleared the Error No. 711. But then came the Error No. 1068 -> Internet Connection Sharing; failed to start, is set to manual startup. I believe I found telephony was disabled, so I enabled it.

I still can't get the "Query Modem" to run, or the modem to dial a phone number. The messages I'm seeing now are "The port that the modem is attached could not be opened", and "possible hardware conflict".

I've checked through the Device Manager over and over -> there are no conflicts, and everything says that its working properly. Even the modem says its working properly, though its not working at all.

I have no idea how to check what devices are attached to what ports, or what applications are using which ports. I tried killing applications that weren't essential, but the modem still wouldn't work. I tried changing the modem to various other COM ports (I didn't know there were 256), but each time I made a change, I received a message that I was causing a conflict with another device or application. I only checked four or five random COM ports. At the moment my modem is installing to COM3. I learned that COM1 and COM3 share the same IRQ setting, but I don't know how that might apply to the problem.

I tried calling the manufacturer for tech support tonight, but after fifteen minutes they shut down and went home for the weekend.

Anyone have any ideas or useful information? I did check my connections of course, and they are fine, as is the phone line -> I plugged a phone into it and made a call to test it. After eight hours of wrestling with this problem, I don't know what to do except seek technical support.

Have you gone into the bios and checked the com ports there. Whats enabled and whats not? Have you tried removing the modem from device manager and starting over?
