TOPEKA (KSNT) – If you see those flashing lights in your rear view mirror, pull over and get ready to put your hands up. It’s a new policy the Topeka Police Department is looking at to keep officers safe.

It may seem like a simple request to put your hands on the steering wheel or in the air but Topeka residents aren’t too happy with the newest policy change made public on Wednesdya.

“Everyday somebody’s getting shot by a police officer, and it’s like ‘oh my goodness, will I be next?’, or will I be okay?” said one resident.

But local police say it’s their officers that need protection.

“As we all know, we’ve lost three officers in less than 2 years and as a result of that we’ve had to take a hard look at the way we’re conducting business, particularly as it relates to car stops.” said TPD School Resource Officer Matt McClimans.
So to make sure that the threat of a weapon isn’t there, police are asking you to show your hands.
“Before we even approach a car, is to see the hands of the driver and occupants, it doesn’t matter what the infraction is, it doesn’t matter if it’s a soccer mom, it’s just gaining that hand compliance.”
But many agree that this new ‘hand compliance’ is too much.
“To put my hands up, I mean, I just can’t see how people are not offended by that.”
“I think that is too aggressive, and unnecessary, and I don’t agree with it.”
It all comes down to how police now view their interactions with the public.
“We have to treat every encounter as potentially dangerous,” said McClimans.
An outlook that is not shared by the community.
“Police and community interactions are tough enough as it is and the more demands, the tougher it’s going to be, and the more problems you’re going to have.”
“Make us feel safe, not automatically make us feel like criminals.”
Those KSNT News spoke with say their biggest concern is for people who don’t know the policy change and don’t comply, whether that could dangerously escalate the situation because of simple hand positioning.
Just as a precaution, everyone will be asked to do it, no matter the age, race or infraction.

I don't really have a big problem with this. I do it already as common courtesy - Windows down, dome lights on if it's dark, hands on the wheel until they are beside me and in conversation.

It's a stressful situation for everyone involved and making sure they know immediately that I'm not going to be a problem is in everyone's best interest.

It has served me well thus far, twice now I've left stop lights in the dark at full throttle with a cop right behind me, including once with wheelspin at the top of first. No tickets.

Yeah, agree with Viper, I was always taught to do so; No sudden moves, hands where they can see'em, answer clearly and to the point... and it all made sense, seems common sense. I never saw the police as any type of threat, in my experience, if I am courteous, using common sense and doing nothing wrong, they will just do their job and leave. They are the police, don't try to be a smart ass.

Or maybe I'm just stacking the odds in my favor. If I go out of my way to make sure that they are comfortable I reduce my odds of getting tickets. Win win.

As a big scruffy looking guy who frequently does entirely gratuitous shit in a vastly over powered car I will take any help I can get.

Though to be fair, you should probably have license and registration ready before they make it to your window, and don't give them trouble just because you think you can. I've seen videos of people trying to "exercise their rights" they never end well. You do not have any rights when you are in the process of being stopped by police, it's a grim reality. Just do what you're told and hope for the best.

Here it's not as bad as states yet though (Bill C-51 did not pass yet, that will change everything), I got stopped a few times and the cops never really gave me trouble.

Whenever I was previously pulled over in my common college speed demon days, I never once thought "I should put my hands in view"... It's never been a problem, nor should it ever be.

Sorry, this law is a load of shit and more stripping of your rights. PUT YOUR HANDS IN THE AIR. I KNOW YOU DIDN'T DO ANYTHING YET BUT SURRENDER. SIR. I SAID SURRENDER!

this whole cop situation is absurd. when i was a kid cops didn't take their guns out every time they pulled somebody over, they never treated people with constant suspicion or set up checkpoints or harassed citizens. they never bitched this much about it either, for some reason cops today spend 3/4ths of their time on the job explaining to us how hard it is and the other 1/4 shooting people. back in the day they did their fucking dumbass job, write tickets and keep the peace. now cops job is to harass us and force us to pay them or make us all go to jail. the constant goal of a police officer is not 'who do i protect?', it's 'who do i arrest?' you can see it in any episode of 'cops' or 'alaska state troopers', they are predators trolling for victims. they drive around in cruisers just ogling people and finding the weak and easily arrested. they pad their numbers with average jackoffs, it's not the dangerous criminals that get caught by cops, criminals are smart. its the dumb petty morons that they catch but because they are so easy to catch it is a much quicker return on investment to go after small time bs instead of real criminals. its not like they are an intelligent group of people to begin with.


what happens when somebody from out of state or county comes and doesn't know of their stupid 'policy' of coming 1 trigger pull away from killing every person they come in contact with.

including children and toddlers strapped in a child seat?

it's apparent there was little to no thought put into this idea.

I doubt this rule would survive the outrage when parents start getting dragged out of their cars and arrested because an officer panics over not being able to see the hands of a two year old in a car seat.


If your job causes that much stress and fear, perhaps it's time to find another line of work?

i think the issue more than this stupid law is the general attitude of simultaneous fear, dismissal, and obstinance to average civilians. cops today will approach minorities and sometimes even white people with an attitude of 'do what i tell you and get out of my face'. if unspoken demands aren't met, escalation to ridiculous amounts of force will be swift and brutal. to them, we civilians are either targets are inconveniences and i don't appreciate being either. i dont feel 'safer' when cops are around at all, quite the opposite

That's an 'interesting' legal argument. Because we didn't know that he was a psycho child killer last week and treated him like a normal person we still have to treat him that way now we know that he's a psycho child killer.

Well, maybe if cops would stop shooting everyone just because they want to they wouldn't have to worry about being attacked. People like cops when they do their job and not become tremendous assholes on power trips that are immune from prosecution.
