I posted this in the General forum too... hope that's ok.

My boss just bought a new SOYO SY-P4ISR mobo and P4 1.5 Ghz processor and wanted me to install it. Well, I've tried installing it and when I hook it up and turn the power on, the CPU Fan comes on and the power supply fan comes on but that's it. No beeps, no video, no anything. I've tried unplugging all cards and drives (HD, CDROM, etc) and still no beeps. The last thing I tried was putting the mobo on an antistatic bag and laying it on the desk with nothing but the processor, cpu fan, and power connected. Still, no beeps or posting. We had the exact same problem a couple of weeks ago, and when I called SOYO tech support they said it either had to be the mobo or processor. We sent both the mobo and processor back and got brand new ones and the exact same thing is happening. I'm at my wits end. PLEASE if anyone has suggestions let me know asap. Thanx a lot.

I have seen similar symptoms on AMD socket A systems.

The cure for this is normally to unplug the power cable from the power supply. Then reset the CMOS by moving the CMOS jumper.
Check the motherboard manual if you are not sure what I mean.

Then put the CMOS jumper back to the "operating" position plug in the power and see if it boots up.

Hopefully it will.

Failing that - what was the old motherboard/CPU?

Do u mean that the original mobo/cpu (that u r replacing?) did exactly the same also?

None of them have ever worked?

To avoid confusion - what is he upgrading from? Not the returned same spec equipment.

If you plug in his old stuff - does it boot ok?

Assuming it is still around

Oh ok.. It's a new computer (case and powersupply, cpu fan, mobo, processor)

Basically it's like this. His old computer blew up (literally) so he bought a new mobo, case w/p4 power supply, mobo, and processor. We had the mobo/processor and they didn't work, so we sent them back and got an identical mobo/processor. Same thing happens with the new mobo/processor.

Well if the CMOS jumper did not work - pull out the CPU and RAM

Re-seat the CPU and reseat the RAM too - try using only one stick if you have more that one at first - re-do all connections to ALL drives - unplug and replug - don't take any shorts cuts.

Pull and reseat the motherboard power supply cable too

Reset the CMOS jumper several times (power cable removed from AC outlet) and then fingers corssed plug it in again and power on.

Is there some silly CPU fan function that you have to plug it into a certain connector for CPU monitoring purposes???

Some boards will not boot unless you have the CPU connected to the proper connector!!!

It is a failsafe measure in case your CPU fan dies and you fry your CPU

I don't necessarily have a solution to your problem, but....

Antistatic bags ARE conductive. Which means they short things out, like motherboards that you set on them.

If you power up a motherboard while it is sitting on an antistatic bag, you may damage the motherboard.

Good luck with the troubleshooting.

Well I received my new Duron 1000Mhz from Newegg last night and had the identical problem you describe - I cleared the CMOS once and it was still the same - I then cleared the CMOS repeatedly and then it booted.

Definitely try re-setting the CMOS

Yeah gtd 2000. That could be it.

Or, he could be just frying the mobo or CPU even before installing them by static electricity.

Make sure you're static free by placing both your hands on the inside of your case. That might drain some static energy.
