New motherboard wont power up...

I received my RMA replacement for my previous defective motherboard, which at least ran, and now in this build, the motherboard wont boot.

The first time I push the power button, the lights flash for a millisecond and the fans start to spin, but then it goes dead. Subsequent presses of the power button do nothing.

I know it is not the power supply since it worked with my previous motherboard just fine, and also worked with the paper clip test (paper clip to green and black wire powers up the PSU fan). Removing the ATX 2x4 connector cause the motherboard to power on for a half second and then turn off repeatedly until I turned the PSU off. I also tried to reconnect the ATX plugs multiple times to no avail.

Any ideas on why I can't power up?

Motheboard:
GIGABYTE GA-P55A-UD3 (Rev 2.0)

PSU:
OCZ ModXStream Pro OCZ700MXSP 700W

Are you testing it in the case or outside it? If inside, make sure you're not shorting the board w/ a screw. All told, it could also be possible they sent you a bad board or it got damaged during shipping.

I tried at first inside, did not work, then tried the minimal set up outside. Same exact behavior out of the case.

Also, have removed CMOS battery and cleared the CMOS.

This is really frustrating, in all the times I have ever built computers, I have never had this bad of luck with components....

Tried reseating the CPU, this did nothing at all?

Since I know the CPU and the PSU work, does that mean it has to be the motherboard? I'd hate to have to RMA the board a second time, and wait another week and a half to get back the replacement.

I'm giving up on Gigabyte.

Got a new mobo, and it works! definitely the motherboard...

Went with the Asus P7P55D-E Pro this time.
