I keep wondering in my mind if these areas around new orleas that are below sea level are even worth saving. I also question why the federal government has to build a bunch of levees just to keep New Orleans dry. Why should the federal government build a stupid levy anyway. Why is it the federal government's responsibility to do such a thing. It would be more inetlligent to just raise up the entire city.
I say bulldoze the low lying areas and use it for a landfill till you can raise the level of the land at least to sea level. Either that or convert it to a nature reserve where no one is allowed to rebuild. Most of those houses are going to be condemned anyway. Just buy the people out and tell them to relocate. If they want to build tell them they have to build on top of 20 foot steel girders and all residents are required to have a boat.
This might be a good area for a modern day venice.
