I think this all sounds really nice if you guys are up for the task (not small) of moderating it. Lately I've been avoiding P&N because of the low quality of the discourse but I will occasionally skim it for interesting news. I wouldn't be upset if a decision was made to close Social completely, this was a tech forum when I joined.
Just for clarification, what exactly is a documented record? Any infractions? Multiple infractions? Temp bans? Etc?

sounds good, just make it visible to everyone or no one will know it exists and it will fail to attract critical mass from people of other sub-forums who avoid P&N because they don't like the tone, but will be maybe interested in this "sealed" forum.
Also I would make it so that violations of local rules that are not intervention-worthy violations in other forums (e.g. posting on-topic but bringing the thread in dangerous directions) bans you from posting in that forum only, and not in the rest of AT forums.
To make an example: a debate club forbids yelling, if you yell, you get expelled from the club, but you don't get fined like if you insulted someone since yelling on the street outside of rest hours is legal. If you insult someone, you get both expelled from the club AND fined.
You know, this way the local moderation can be much harsher, with its necessary judgement calls, without hurting the AT userbase or punishing users too much, but still reaching the objective of keeping the place clean as a whistle which is the important thing.

I'll admit that I was a bit dubious when I first read the stickied thread, wondering if they were making a one-sided circle jerk forum.
After reading this thread, the new forum shows promise. I don't know if I would ever want to or even be allowed to post there, but hopefully it will make for very educational reading.

you do understand that there will still be those that disagree with you?Actually, I think this is a really good idea. I've really grown tired of the loud minority here that insist on insulting everyone that disagrees with them.

actually this is not a debate and I believe we have no say in the final detauils other than to follow the rules that are forthcoming...How could anyone not understand that? It's the entire point of a debate.
I hope this endeavor goes well. I find the topics discussed in P&N to be very interesting, but it grows tiresome to read through all of the trolling in order to find the real discussion. A big thumbs up to it being viewable by all, I feel like this is critical for its long term success, and may even help clean up the regular P&N a little bit.
Interesting side note, I decided to read through some of my post history to get a feel for whether I'd be accepted in to this prestigious club (not that it matters much, I rarely post at all, and extremely rarely do I post in P&N), and I was a little surprised. I know I can be rude sometimes, but re-reading some of the threads I've posted in, I couldn't help but feel I was (extremely) unnecessarily hostile on a few occasions.
Note that it is generally acceptable to make negative comments about public figures where relevant, but keep them constructive. For example: "Barack Obama is a hypocrite for continuing to use drone strikes" as opposed to "Barack Obama is a secret Muslim who hates America".
