New system DOES NOT start up! Nothing at all

I am getting mad and mad by the second. I can't wait to play on this beast, but can't get it to work.
So the rig is:

Mobo: Gigabyte GA-965P-DS3
CPU: E6400 C2D @2.13GHz
RAM: 2GB of 800MHz OCZ RAM
HDD: Seagate Barracuda 7200.10
Video: eVGA 7900GS KO 256MB

Okay, so yesterday i got my system, and when i assembled it, weird stuff happens.]

The fans start rotating (CPU+PSU+GFX) for about 2 seconds, then stop, then start again for 2 seconds, then stop again for 2 seconds.... and so forth.

So I posted thread yesterday, and came to conclusion that it was problem with Power Supply since it was stock one that came with the case and it was 450W
Okay, no big deal.
Today, I went and bought 500W power supply for $90 and the brand name is ULTRA V series.

I came home hoping it would finally work, and no, still not working.

But with new power supply, the system still acts strange, but this time its different strange.
Instead of working for 2 seconds, then stopping, then again working for 2 seconds, it just starts up only GFX fan and nothing happens.
The CPU fan is still not moving...only GFX is moving.

PLEASE FOR THE LOVE OF GOD, TELL ME WHAT TO DO. COULD THIS BE PROBLEM WITH MOTHERBOARD? How do I know what the problem is?

try it outside of the case. MB, 1 stick ram, graphics

when i try to plug in the power supply, without it being connected to ANY hardware, i still dont get anything
is that what you mean?
i have 3 power supplies right now, and neither of them power up when just connected to power hack without any hardware
i will try 1 stick of ram, mobo, gfx, no hard drive, cd or fans.. i will post result shortly

I haven't checked your other thread, so if I am repeating something you've already heard, cut me some slack.

Reset your CMOS. Follow the instructions in your manual. You may need to remove the battery to do it properly. Follow the directions. Also make sure the CMOS jumper is in the correct position.

Further, you do have the additional power connector plugged into the motherboard, right? And ..... the 6 pin power connector attached to your video card?

Outside of the case with minimal hardware is an excellent suggestion and may be all you need to do.

another good suggestion.

to clarify, I meant physically remove everything from the case.
Place the mobo on the static bag it came in and hook up the essentials (cpu, 1 stick ram, graphics, power) and see if you can get a post.

So far i have tried:
---Taking out CMOS battery (i also tried to "clear" the jumper as suggested by Technical Support. i said there is no jumper on those 2 sticks, he said just take a knife and connect those 2 tiny poles that jumper is so supposed to go on for 10 seconds)
---1 Stick of RAM (tried each one of them)
---Using 2 power supplies. (both of which work on my old computer..the one i am typing this right now)
---No, hard drive, no fans, no DVD-RW...just graphics, CPU and mobo
---The CPU is mounted correctly...its firmly mounted on its place and you cant physically shake the fan..as if its glued

and yes, i am 100% sure the 24-pin connector is connected to motherboard
and so is 4pin connector for CPU power (CPU fan connector is also plugged into mobo)
and so is 6-pin connector for video card.

Things i didn't try yet:
Taking out the mobo and putting it into plastic bag and connecting it outside of the case. Do you guys think this might be the reason? Is it even safe to do so? Mobo came in some shiny plastic..almost mirror-like bag

try taking the motherboard out of the case and see if it boots. If it does you have a short some where when its in the case. If it doesn't boot you most likely have a bad motherboard. also check the CPU and make sure that is mounted correct.

Not sure if you've tried this but....

Check the fan header you have the CPU fan plugged into, make sure it's the correct header.

Reseat the CPU.

Looks like new mobo time. Do you know anyone you can do some part swapping with? Vid Card would be my first swap.

CPU failures are really rare.

You did try both RAM sticks? Individually, I mean.

I feel your pain!

i think i am just gonna RMA this crap.
right now, it could be anything, CPU or mobo.

i am gonna return this crap and order from different retailer.

unfortunately, there is no newegg in canada, otherwise i would order from them.
