New System Won't Post

Athlon 3000+ S939 CPU
Chaintech VNF4 Vanilla Motherboard
Antec Titan 550 Case + Antec 550W Power Supply
Corsair Value Ram 1gb DDR400
Samsung Spinpoint 80gb SATA drive
GeForce 4 MX4000
YE-DATA Floppy Drive
Asus CDRW Drive

This is going to be a file server but we're still waiting for the 250gb drives to arrive.
The RAID card is a Highpoint RocketRAID 2220 8 port SATA II card but is definitely not the source of the issue.

The computer just won't post. This motherboard doesn't have diagnostic LEDs so I am just completely stumped. The comp doesn't even send a signal to the monitor. I have connected it to both a 42" plasma and 2405FPW via VGA and still no luck.

It turns on and the power and HDD LEDs are on. The HDD LED doesn't flash or pulse though. It's static like the power LED. I don't know what the deal is with that.

The video card isn't the issue. I swapped the MX4000 with my 6800GT and it still didn't work.

I swapped out the RAM with my own 1gb kit. Still no luck.

I swapped the Spinpoint with my 250gb western digital and still no luck.

There is absolutely nothing about troubleshooting in the brief Chaintech manual. Do you guys have any ideas?

so the light is blinking alot that means the 20ping connector or 4pin connector isnt properly clicked down make sure they are both connected good than reply back.

are u using DVI? try switch to analog for testing
also I've experienced that if the floppy is connected wrong, the system wont boot -- try just pulling it out
as long as you get a POST beep -- its all good, even if you dont get anything on screen (if you dont, it obviously points to something wrong with the video

The GF4 only has VGA, no DVI.

The 24 pin and 4 pin plugs are both securely attached.

This might be a stupid question, but did you try resetting the CMOS? Does the case speaker beep at all? Is there any way to test your CPU in another machine just to make sure it's working? Also, you could try running the motherboard out of the case to eliminate the possibilities of a short.

If you eliminate the CPU, RAM, and video card, it's most likely a bad motherboard

Still nothing. I thinked the computer just killed my brand new 1500VA APC UPS though. I did some more troubleshooting and just when I thought I had a chance, I flipped the power switch on the power supply and the UPS went haywire. It seems like the computer may have shorted out.

Now my UPS tells me it's overloaded even when nothing is connected. I really don't know what to do about it.

Could be a dead CPU, or bad memory. You can't execute the BIOS code if your processor is dead. And in some systems (not all), a bad memory stick could cause this symptom as well.
