New System Won't POST

Specs:
Intel G3930
ASRock H110M-DVP
G.SKILL Ripjaws 4 Series 8GB (2 x 4GB) 288-Pin DDR4 SDRAM DDR4 2133
Ultra 500w PSU
HT Omega Striker sound card

The system will power on for about 15ish seconds then lose power and then will power itself back on again etc. I've tried booting with just one stick of ram, no ram, and just the monitor and nothing else and clearing the CMOS to no avail. Made sure the 4-pin (This PSU's 8-pin splits into two 4-pins and i"ve tried both leads) and 24-pin power connectors are connected. The PSU was working fine in the system that this one is replacing.

The last time I ran into a no POST problem like this the mobo was dead.

It's not a new Ultra PSU. I know they're not great but this one has been whirring along just fine for years now.
Also I've tried remounting the RAM several times. I'll try remounting the CPU tomorrow but I'm fairly certain I did correctly.

Is this a new build, or was it previously working, with that CPU / RAM / mobo?

The reason that I ask is, I think that the CPU that you are using a Kaby Lake, and that's an H110 mobo. You may need to use a Skylake CPU to flash the mobo to the newest BIOS, before it will accept a Kaby Lake CPU.

It was an old AMD system that was working fine. The mobo, CPU, and RAM that I listed are all new, with the PSU and soundcard being reused.
And it is a Kaby Lake CPU. So do you think the best course of action is to grab a Skylake chip at this point?

Note also I've tried remounting everything and tried a Corsair PSU from another system and I still get the weird power on/off loop.

Or take the board to a local shop, or a Microcenter if you have one near you, to flash the BIOS. Don't forget, ASRock boards have "Internet Flash", so if you plug their ethernet jack into an internet connection, you can just go into the BIOS to flash them. Though, if the new BIOS needs to update Intel ME, then you'll need to plug in a FAT32-formatted USB flash drive to put a temporary file on.

...but you'll need a Skylake CPU installed, in order to flash it.
