Well Burpo, I gave it one more push into the breach for ya. I was needing to flush out/test the new pedestal portion of my loop for the 5960X/980Ti's, so I figured what better way than to rig up a quick ghetto setup and give the old Xeon one last ride into the sunset. Dug around and found my old 1366 block and an old reservoir, it wasn't pretty but it worked. I wasn't able to pull off the mythical 5.0, but I did raise the bar a tad. I was a bit hamstrung by the fact I had cleared and/or forgotten my old settings as a good starting point but I muddled through.
There is a good way in CPU-Z 1.73 to show what the CPU should be running the test at, just click on the "Bench" tab and click the "Stress CPU" button, then click back over to the CPU tab and take the screenshot.
basically everything I tested ran at 2.40GHz when I checked, including the CPUz bench, st or mt, also on CB15 I did both ST and MT and the scaling was similar to my Core 2 Duo results, but I can't say fore sure because I was not checking during the entire cinebench run (it takes forever lol), so just having the screenshot at max turbo wouldn't prove anything, but I think t it was 2.40GHz all the time.
I guess it should run at max turbo, it's a big laptop with active cooling, and the CPU TDP is generous compared to quad core bay trails with the same...
