This is just a small build using almost as much stuff as I can to make a quiet computer that can hold a bunch of hard drivesand a boot SSD.

1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
It's mainly going to be used for some non graphic intensive steam games and tabletopia as well as a basic document and picture processing computer.

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread I'd like to keep it under 400 and hopefully even less. This isn't my gaming computer.

3. What country YOU will be buying YOUR parts from. The US

4. IF you're buying parts OUTSIDE the US, please post a link to the vendor you'll be buying from.
We can't be expected to scour the internet on your behalf, chasing down deals in your specific country... Again, help us, help YOU.

5. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc. NO preferences other than I don't want bright lights on the case. My current computer that I use for this purpose has them and they drive me nuts.

6. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
I'm not sure what I can use and what is still good. I have a Coolmax CR-450B power supply laying around and all the peripherals. Multiple monitors, keyboard, mouse, printer and plenty of storage and CDs roms. I think I have a windows 7 that still has an upgrade on it. I also have an old graphic card but it is probably worse than onboard . Sapphire Radeon HD 5770

7. IF YOU plan on overclocking or run the system at default speeds. default

8. What resolution, not monitor size, will you be using? 1920x1080 if possible

9. WHEN do you plan to build it? Within the next week or 2

10. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software? If windows comes with it, bonus, if not I'll live.

You can build, but you can also buy a refurb prebuilt and install the 5770 to achieve the same performance ends. Prebuilts from official sources like dellrefurbished.com do come with Windows sometimes. How many hard drives you want to put in there and how silent you really want it could be the difference maker, since prebuilts probably offer only one or two 3.5 inch internal bays.

I would not use the Coolmax except if disaster strikes and it is the only thing left that works. If you like dealing with rebates, you can get a Corsair CX450 for $35 after rebate. If you don't, the EVGA BT is available for $45-$46. Or venture onto Ebay used and look for older Seasonic-based units for sale.

As far as quiet goes, Fractal Design cases have a reputation of being quiet. Noctua products are known for super quiet fans.

All 3 of my PC's are in Fractal cases... 2 in the Define Mini, an mATX case with quiet in mind (which have been superceeded by the Define C, I believe.) It's heavy, but I don't think there is a better case under $100.
