No, it's dead on. Governments exist to control behavior. Period. How they might choose to control behavior varies, but the purpose is always the same. Always.

What's odd is that nothing in what you wrote in any way contradicts what I wrote. I know a great deal about how governments function, but if you would like to point me to one that does not exist to control human behavior for the betterment of society I'm very open to hearing about it.

There are some behavioral concepts at play here, for example human brain doesn't really distinguish a single 64oz bottle as a single serving but if you have two physical bottles in your hand it's a whole lot different - hence the law. You're still able to purchase what you want but consumers are going to made fully aware of the amount their consuming. Same situation with tobacco laws.

A civilian controlled military is a government entity not in place to control the populous' behavior. And should one say "It controls others' behavior via violence" the definition of control becomes so broad as to be irrelevant.
