I have used a Molex Radial Fin to cool my XP 1600+, there's two versions, one rated to 1 or 1,2Ghz (can't remember) and one to 1,4Ghz. I have used the one up to 1,4Ghz and it even allowed me to run my XP1600+ at 1,53Ghz, it even managed to load at 1,6Ghz but it later froze. Sure, the temps were 10C higher than my Alpha PAL8045 with Papst Ultra High Output fan but it only cost the half of that system.
The Prize of the hsf is okay, more costly than the cheapest hsf (about twice to thrice the price of a Volcano II) but it cools better and is very silent (26db), the smaller and cheaper version is even more silent (22db).
Another option would be the aforementioned thermalTake Volcano II, it's very cheap (less than 10$ I think), can be a bit irritating to install, doesn't cool THAT well (allowed me to get my 1,2 T-Bird to 1,4 though, just a little unstable). It's only 21db, when inside your case it's virtually silent.
The best but most costly option would be getting an Alpha PAL8045 heatsink with a very silent 80mm fan, for 1Ghz the Papst 8412NGL fan, Ultra Low Noise (19cfm, 12db) might be enough; the Papst 8412NGML, Low Noise (26,5cfm/19dba) should certainly be enough.
Sure, it's a costly heatsink (around 40$) and I mentioned some of the most costly mark of fans, but both the fans and the heatsink is the best quality you can get. Papst fans can be hard to get in the US I've heard though.
