Yes, the problem is, with most mobos, the multipliers have two ranges, 5.5-12.5, and 13-22, or something like that. You have to do some bridge-modding to switch between the ranges. There's a good article on www.overclockers.com about it, it's still linked from the front page I expect.
On my MSI KT4V-L, Via KT400/8235 chipset (supposedly, KT400 and NForce2 boards, are "fully unlockable", but mine isn't), I get the multiplier option range from 6.0 to 12.5, in 0.5 steps, and then a 14.0 and 15.0 mult. But the 14.0 and 15.0 mult, are actually 5.0 and 5.5 multiplers. So you are probably running at 133Mhz x 5.5, a little above 667Mhz.
