No dial tone problem

Hi.
I have a 486DX 66Mh computer which had 14400bps modem. Recently I bought a used Archtek Texas Instrument 1433VQH-X Modem 33.6 ISA, and installed it to my computer. But my computer cannot detect dial tone. So I called the seller about this problem, and he suggested me to set the modem to dial without waiting for the dial tone. But it didn't work.
Do you have any idea how to solve this problem?

If you're using win9x, try modem diagnostics ("more information", I think it's called) and see if you get a response. With an ISA modem, you've got to make sure that its configured resource settings (done with jumpers or a DOS configuration utility) match the settings that win9x is assigning - often they don't, and the card won't work. See what win9x is assigning, and then configure the modem to match it.

Connect the phone cable to a regular phone set, and see whether you get a dial tone. Maybe the computer says "no dial tone" for a reason...

No Dial Tone is often indicative of a dead modem. Usually that's the error after they've been zapped by lightning.

And the true test is to set it to ignore the dial tone check and if it still doesn't work then you know the modem's dead.

I hate to suggest this, but it has happened to me before, are you sure that the line is live? I test by licking the contacts on the line (like you do with a 9 volt). Seriously, I do this, it works and is not too bad, unless someone happens to call at the exact moment you test the line, a situation I have managed to avoid.

I connected phone cable from "PHONE" plug of modem to a regular phone set, and my phone gets dial tone. So it's not a phone line problem.

Here is the seller's message for my question.

"I am happy to answer any questions you have and help any way that I can. The
modem was in a 486 system and worked when I pulled it for an upgrade. I can
advise you to go into the modem properties and set the modem to dial without
waiting for the dial tone. I also would try to work with the advanced
settings and switch hardware and software controls to see what works best.
If your OS can see the modem in plug and play mode, try setting it up as a
standard modem. Sometimes that give Windows the most basic command set to
work with and the modem may respond. You can also log on to Windrivers.com
and see if a newer driver is available. Please let me know if any of these
options work. I want you to be pleased with your purchase. And thanks for
contacting me!"

I tried everything that he suggested, but the modem still won't work.
Do you have any idea?
