No display with GPU plugged in (MSI R9 390) - is it defective?

Hello first time builder, I put together my new PC and I'm having an issue with my MSI R9 390 graphics card. When I plug the HDMI cable from the monitor into the graphics card's HDMI slot and try to boot up there is no display at all (no loading screens or anything, monitor looks like it's in sleep mode). However when I plug the cable into the motherboard slot so it uses the integrated graphics, the computer runs fine and everything shows up fine on the monitor. Is my video card DOA?

Computer specs:

CPU: Intel Core i7-4790K 4.0GHz Quad-Core Processor
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler
Motherboard: MSI Z97-GAMING 5 ATX LGA1150 Motherboard
Memory: A-Data XPG V1.0 16GB (2 x 8GB) DDR3-1600 Memory
Storage: Samsung 850 EVO-Series 500GB 2.5" Solid State Drive
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: MSI Radeon R9 390 8GB Video Card
Case: Fractal Design Define R4 w/Window (Black Pearl) ATX Mid Tower Case
Power Supply: EVGA 750W 80+ Gold Certified Fully-Modular ATX Power Supply
Optical Drive: Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer

Little bit more info:
- GPU light turns on but the fans do not spin
- 8-pin and 6-pin power connectors to the GPU are on tight
- Tried reseating the card and also tried using a different PCI slot
- BIOS is the latest version, already tried resetting CMOS
- In BIOS, the 'Initiate Graphics Adapter' is set to [PEG]
- Noticed under Display adapters in the Device Manager there is only the Intel HD Graphics 4600 listed, no R9 390 (not being recognized?)

Any ideas as to what it might be?

Do you have another system or gpu around to check components? How about a multimeter or psu tester?

It took a few tries to get my GTX 970 working after I swapped my CPU. You might just need to reboot it a few times. It sounds like the card itself functions to some degree (keeping in mind that the fans are not supposed to spin at idle anyway).

Do the fans spin up at all, like during initial boot sequence? They should spin up noticeably during boot up sequence, so if they don't, probably the card is suspect.

Can you try to connect the card to your monitor using the DVI or displayport output?

For what it's worth, I also had a similar issue with an XFX 390 recently--could never get one the the outputs (DVI) to work. Ended up being a defective card.

No this is my first ever desktop so I don't have another computer to test the card in. No multimeter or PSU tester either.

Nope fans don't spin at all not even during boot up.

Yep first I tried changing the HDMI cable and when that didn't work I tried a DVI connection but it didn't make a difference.



Started the RMA process for the card hopefully a new card will give me no problems.

So I RMA'd the old card and received a new one today. Plugged it into my computer, booted it up........and same issue. No display. Now I'm just completely clueless as to what the issue is.

In Device Manager under Other Devices there is an "Unknown Device" which I'm assuming is the video card since it says "PCI bus 0, device 31, function 3". BUT, I try to install the drivers for it and it says it can't find it. I went to AMD to get the drivers there but when I install the AMD Driver Manager it doesn't show up under Apps in Windows.

Any help please? This is really pissing me off and I have no idea how to fix it.

I'm going with bad slot or bad Windows install. Would a clean install of Windows be an issue for you? Or you could even try an in-place install first in case there are just some corrupt Windows files. Also, what happens if you try to disable onboard graphics in the BIOS?

Thanks for all the help guys but it turns out I'm just a dumbass. I checked my PSU connections for like the 5th time and that's when I noticed I plugged in a 6-pin instead of an 8-pin into the PSU. Switched it to 8-pin and voila everything shows up fine on my monitor. Slapping myself right now but I'm happy.
