No login option after restarting my pc

I have a nasty virus I'm trying to deal with so I switched to safe mode then restarted my laptop. My pc started but the usual login option is gone. There's no way for me to sign in. I tried different keyboard combinations but nothing. I attached a picture to show you what I mean, hope it helps

Try this:

Reboot your computer > at the screen where you are supposed to have the login prompt, look to bottom right.

There is a Power icon > click at it and it will show Restart option.
Press SHIFT key and HOLD > click Restart > Troubleshoot > Advanced options .............
select System Restore and pick a date you did NOT have this problem as your restore point.
OR,
select System Image Restore if you have created one.
OR,
select Startup Settings > right side, click the Restart button > next screen will give you Safe Mode selections > use the number keys to select.

Hey thanks for replying. I tried holding the shift key while clicking on restart yesterday multiple times. But all it did was restart like normal, the advanced settings won't come up for some reason. It's really annoying. I use my computer for everything so it's killing me. At this point I'm looking into either having someone fix it online or bringing it to a repair shop. Any suggestions?

Don't have someone repair it online. If you aren't comfortable wiping your hard drive and reinstalling Windows, take it to a local shop. They can see what it has, and can tell you if the virus can be simply cleaned, or if you should do a factory reset.

If you are feeling adventurous, you can boot from a Windows CD or USB drive (depending on Windows version) and select repair to see if it can even repair the damage done by the malware/virus and boot up. However, from the sound of it, you will likely need to nuke your install. Hopefully your laptop came with repair disks, and you can simply boot from that and go back to factory settings.

First restart your Toshiba laptop. Press either "F1," "0," or "F8" to be taken to your computer's hard drive utility screen. The key command differs depending on the model Toshiba computer that you own.

Select "Restore Original Factory Image" from the list of options in System Recovery. Verify that you want to continue the process by clicking "Yes," then click "Next".

What that completely erase all my files, apps etc?

Sorry to say, yes it will. And any updates to programs that may have been installed. It would restore it to "an out of the box" condition. But you may also get the option from that to do a System Restore to before your computer got infected. In that case, most everything would stay in place. You really should be backing up your personal data files to another location. And depending on what got into your machine, sometimes the best way to be sure it is all gone is to nuke it and start fresh or restore a Back Up Image (if you created one)

I contacted a computer tech service earlier today. We tried booting the pc but it wouldn't work. He said I should download a copy of Windows 10 on another computer then boot my computer with that file, etc

If you do it that way then do what is called a Repair Installation ... You should not lose your data that way. It would help to know what virus your computer has. Some are easy to fix and others the only way out is a clean reinstall or restoral of a System Image from when the system was working properly. Even then you may still lose data files, unless you backed them up to another location.
