The framerate isn't perfect, and often falls into the 20's.

I used to not think so either
Its always recommended to reformat when installing a new CPU. You will undoubtedly get the best performance that way.
When i went from a 4400+ to the Opty I had to reformat because the dual core drivers made for the 4400+ were conflicting with the Opty CPU and my PC was a performance DOG to say the least. I was kicking myself in the butt because I thought the opty was crap.
I reformatted and the difference between the 4400+ and Opty are night and day.

Did you make a image before installing the new windows xp updates ? Hope so.

Generally you don't have to format when going from a64 single core to a dualcore one. However when I swapped out my Opteron 146 for a Opteron 170 the system ran fine. a month or two later when I choose to format for another reason, it was running even better. And it was not just a fresh os install, cause my previous install on the single core cpu wasn't that old.
Also how did u see a day and night difference from a 4400+ to a Opteron 185?
Both have 2mb of cache, and one having a slight higher clock speed. They are equal minus the fact that the opteron is a better overclocker.
