I just searched autotrader in new jersey and e46 330ci's are like 13k. How is 9900 OK? Are cars cheaper in Ohio?

Where the insurance screws you is they beat down the condition of your car while assuming all the replacements are in pristine, just driven off the lot condition. Then they do some calculation to figure the "take" price that no human being that isn't a volume buyer is ever going to get and try to pass that off as the value of the comp.
I've been in a few accidents, 2 of which my vehicle was totalled, and never have had the condition of my vehicle "beat down". Sorry that you have had this happen to you. We do not use the insurance my wife works for because we already have a good relationship with our current insurance company.

The steering wheel needs refinished, as does at least one wheel. I would knock $1k off for that alone. Definitely have it inspected by an independent shop. You'll pay $100 or so for a PPI and they will find another $1k to knock off the price.
Are those door handles supposed to be carbon fiber? Is it real CF? If not, I would check realoem.com and find out what it costs to make it factory and deduct that off the price.
Have you thought about maybe an m3? They've come way down in price, and maintenance is not THAT much more than a 330.
The one you're looking at is a ZHP, which I think is pretty rare for a soft-top. The steering wheel is Alcantara, so you'll need to replace it, or put a cover on it.M3's seem to be in the $18-$20K range for one under 100K miles now.
As for the wheel, the VIN says it's supposed to be leather:

I'm betting it's some kind of stupid covering the owner put on. I can take that off. If needed, I can put a $200 M3 steering wheel in there no problem.
My car was a 2002, this is an 05 with 25K less miles on it. I plan on offering $11500 and see no reason why they won't take it.

I see and hear of a lot of BMWs catch on fire randomly. Here's one that just caught fire while doing 70 on a freeway.

That looks like an engine fire. Mine was electrical.
