Actually, it's rather clever the way they got around it.
The state provides a list of sites that are to be censored to the ISPs....but the ISPs won't censor them unless requested to by the consumer.
This is all at the request of a right-wing fundie group called "Citizens Against Pornography" - you know, the same people that stand outside adult movie stores and take pictures of people coming in and going out and send them to their families?
How long before they start getting information from the ISPs on which people DON'T block the 'pornographic sites'?
So, see, it's voluntary censorship that is up to each individual to 'chose' to enable or not...it's just that this group has made sure that the enabling or disabling of this censorship is information centrally located. So, it's a "choice", not government censorship. You can CHOOSE to enable the porn filtering, or you can CHOOSE to have your name dragged in the mud and be demonized by a fundie/feminazi group.
(FWIW, I'm sure they aren't going to dig up EVERYBODY to see if they are censoring or not - but if you want to run for a local school board or any government position in Utah, wanna bet they check to make sure you are censoring porn on your internet connection or not?)
