Question no overclocking build

hi, guys, I plan to build a gtx3070 desktop for gaming, my budget is no more than 1600$ or 2000$ with monitor after tax. I have no idea how to overclocking and it seems like purchase an intel CPU with K is a big waste without overclocking. should I purchase Noctua NH-D15 even I not planning to Overclocking? it would be nice if you guys willing to send me a complete list or any suggestion regarding the CPU and motherboard. any brand will do, no old parts. thanks for taking the time to read this post!!

(You could splurge and get something a little better, or go ahead and add a second monitor of your choice if you want a dual setup)

Add your large case of choice (aesthetics are up to you; make sure it's depth can handle a taller 6" CPU cooler by measurements and the GPU length)
Add a 2nd SSD for non-OS/install data holding of your choice (or HDD if you want higher capacity)
Add your O.S. of choice (Win10?) if needed
Add your GPU of choice (the GTX3070?)
Add your networking card of choice (intel based NIC for wired; or 5Ghz wifi NIC for wireless)
Add your choice of an USB DAC/AMP and headphones for quiet gaming; or a setup for desktop monitor speakers (note this separate for more detailed options)
Add your choice of peripherals (keyboard, mouse, etc; this is ergonomic based so its very personal, there's no perfect set for everyone)

+/- room to spare

Hi, I am in the same position. No OC needed, I will have a free i9-9900. Plan to build a PC without a video card now with lowest cost, but would drop an 3070/3080 when I have money and could get one.

I have NVME hard drives, so I need PSU, a CPU cooler (maybe start with stock one?), motherboard, and RAMs and a case. Of course a motherboard. Please let me know your recommendation. Again, I don't overclock and don't need to spend money on features I don't need.
