Probably not considering the cost of living in San Jose. Then you'd have to consider that librarian is probably highly educated and in charge of all libraries. All stories like this are designed with one purpose in mind - to rabble the public by the use of jealousy.

Consider, for a moment, what would happen if they lowered their salaries and the employees resigned/retired/departed. Who would be left to run the government? You?
I doubt they are irreplaceable. And yes, I would.
Oh, I'm sure that they're replaceable. I just doubt that many intelligent people would work for the government for a lower salary than they can obtain privately.
The "intelligent" people who ran the cities into massive debt you mean, right?
Those would be the elected ones, the ones YOU and the rest of your area put in office.
