Maybe he means that some wealthy merchant or something got the idea that he'd need to build a boat for a coming stormy season, and he might have brough some horses or camels or something on it to repopulate afterwards. It rained really hard a few days, and there was local flooding. Afterwards, the merchant started travelling again, and told grand tales of his surviving this "great flood" with his "ark" and that he had two of every one of his animals onboard. Story got passed around about this, and eventually found its way into the combined works that became the Bible.
