I had to write this letter once but I took a different approach:

Dear apt complex,
Adios mofos.

Yours truly, Brand New Homeowner.

he was told by management to write the letter. There are times when a written complaint is needed to get things done. It's also required if legal issues arise.

what he was told and what will be effective aren't necessarily the same thing.

Odds are the only way you're gonna get peace is to move out, or maybe it's possible for them to move you to a different apartment. I'd suggest you start lookin son. Not talking at night because they bitched at you for being too loud? We're not getting the full story there or that is seriously fucked. Like I said, I'd GTFO mayne.

Youwriteinaconversationalstylethatmakesitmoredifficulttoreadthanisneeded. Make a conscious effort to be succinct. Probably need to do that in conversation as well.

I would speak to the other tenants and see if they also are bothered by the noise. A letter will be more effective if you can get a few neighbors to sign it too.

I've got like 20 years experience with this.

Maybe one day you won't need a forum to tell you what to do. I've been in and out of 3 apartments no problems so far.

Unless they do this at times that break a municipal noise bylaw you are likely screwed. Welcome to apartment life.

1. Write a short letter. List any pertinant times, dates, and events in bullet points. If you want to go the extra mile, sign it & get it notarized (make sure to keep a copy). I called the police over a dozen times (my apartment neighbors caused serious noise problems, and I'm a pretty chill guy) & made sure I had my paperwork ready to present for backup.
2. Talk to management in person.

I dealt with this a few years ago. I complained endlessly to management (letters, calling, going down in person). They were unable to evict or do anything else about the noise-maker due to strict local laws...everyone else had complained about them too, but I was right above them & their speakers would literally make my bed vibrate at 3am in the morning. It got to the point where I was calling the cops on them at least twice a week. The guy even had a minor warrant out for his arrest, but it wasn't the "break down your door" kind of warrant, so if he didn't open, they couldn't go in. It got to the point where I was so sick from lack of sleep that I was unable to go to work, so I went down & sat in the management office for three days straight until they resolved it for me - they ended up giving me a new apartment down the hall. It was next to the laundry room & elevator, which was crap too, but it was better than what I had before. In short, I hate apartments & they can DIAF.

I feel your pain, OP. I moved into an apartment with really thin walls and really loud neighbors. We've come to a rough agreement, it seems. Several years ago I lived above a dude who played his music so loud I could see ripples in a glass of water on my table. I went down there and he was a total jackass about it. Fortunately I was near the end of my lease and I bought a house. If I wanted to leave here it would cost me $5,000 (unless I bought a house which is just not going to happen).

Two things will make you see how people really are: living in an apartment and working retail/fast food. I've done both and have no faith in humanity whatsoever.

Oh my gosh, seriously, you nailed it. I was pretty cynical towards the public for awhile. The trouble is that most people are decent, but the crazy ones are vocal & usually have more free time on their hands than others, so you end up just getting a constant stream of them all day, every day when you work retail or in fast food (I've worked both, please, never again please please please). Working fast food is really what inspired me to go to college. I feel very fortunate that I am in a job I don't hate & actually love now. I would hate not wanting to go into work for the rest of my life!

Spoof an official noise complaint warning letter from property management and stick it to their door in the middle of the night. Maybe then they will get the message. Personally these people are just living life noisy as it may be, Unless they are disturbing the peace with loud music, tv sound,musical instruments, construction late in the evening. NO landlord will take you seriously unless you live in a age restriction senior community. A letter complaining about loud footsteps will show you as a problematic sensitive tenant and be used as evidence for justification on canceling your lease.

If it's excessive noise you could call the police, they might send an officer to tell them to keep it down. I don't think they can be charged or anything, but it may scare them into keeping more quiet.

I had to do that with one neighbor who was constantly playing ridiculously loud music at every hour of the day and I could not sleep - I work mostly night shifts. I did not figure they could do much since I called in middle of the day but they actually went. Downside is they asked all my info, so there is now a record of it. I just hope they did not actually disclose any of that. I asked and they said they don't, but who knows.

I normally hate being THAT guy and complain about neighbors but it was just so bad I had to. I normally don't care about noise but this was live concert level loud, and all the freaking time. He started again recently, but it's not as bad now so I'll live with it. It's one thing I like about winter, once there's a few feet of snow on the ground and temps are always in negative double digits, that shit stops completely.

Most of the replies here are good advice. Basically
- Glance at whatever you're going to send to management and ask yourself how much time you would spend reading that if it were coming from a complete stranger, then stop after half of that time. Edit accordingly.
- Involve actual authorities like cops, management probably doesn't give a shit about anything except for how many people are paying rent, or enforceable legal action.
- Move to someplace that's not awful if at all possible.
- Accept that nothing will change (ever) if you're unable to move. It will still be terrible but you'll weather it better.
- Nail a dead cat to their door.

I used to live in a 3 story walk-up on the second floor. It was a nice apt. One night the girl who rented the unit right above mine was out and 2 of her skanky ass friends were apt sitting for her. They decided it was time for a dance party at 11:00 PM. By 2:00 AM it was so loud and out of control that I considered doing something violent. They were drunk and shouting, singing and yelling out the window at people going by. Some guy showed up and it got even worse with furniture banging and more shouting. At 3:00 AM the girl who rented the unit gets home and flips out on the 3 idiots. I could here her clear as day. She was pissed. At the same time the police showed up. I let them in and sent them to her apt. A few minutes later the guy was hauled out in cuffs and the 2 girls were put in a cab. The renter was very quiet after that and moved out a month later.

That was one of a handful of issues I had with my neighbours. You get to see all kinds of people. Most are decent and a few are assholes.

The OP reminds me of Ignatius Reilly from "A Confederacy of Dunces". I realize that's a pretty mean judgment, but Ignatius would definitely write a letter like that.

This is your own fault so until you piss on their shoes to regain it not much can be done.

I have no issue playing siege until 2am with teammates running nor do I have any issues with leaving twitch running while I sleep (infact it'll probably do a half decent job of blocking out their noise in the middle of the night) or borrowing the sound system from my friend which made the entire building shake. I'm just giving everything it's fair chance.
