Obama felt obligated to do everything in his power the election was perceived as fair. He tried to get the Republicans on board and issue a joint statement so it would be bi-partisan but Mitch refused. Also he thought Hillary would still win. He was wrong as was everyone.

You're the one who doesn't make any sense. When this nation was founded, states started allocating their votes by winner-take-all very early. Any state that didn't would have their influence diminished. Your logic is basically staying as is despite it being unequal.
