Not as dumb as it sounds: Comet Cursor help

ok we have a minor problem here in our school building with students being able to install comet cursor, now we know how to find out who did it, thats the easy part. the hard part is keeping it from intstalling in the first place with two objectives:

A) no rendering any of the browers functions (ex: turning off plugins wont work as we use shockwave extensively here.)
B) Not spending any money...

now blocking the download site(s) seems ineffective, I have tried, what happens is if you visit a site using comet cursor even with the download sites blocked it will proceed to download and install. is there any way to keep it from happening? we do have the application locked out however it runs as a function of Internet Explorer which isn't locked out, now if you know about windows 98 security, this is a hole...

any ideas are welcome

Can you change the router to block the Comet IP? This should even block a redirect.
What about creating a hosts file with the Comet DNS entry set to something else entirely?
What about just putting up a sign? A big one with bright red letters.
What about making the default installation directory for the Comet Cursor read-only?

What's wrong with Comet Cursor anyway? I've seen spam for it, but never messed with it. What's wrong with installing it though? I've heard rumors that it's spyware, but I've never bothered to look up whether or not they are true...

whats wrong with it?

its spyware, tracks everywhere you go on the web...and it boggs down system resources like a bat out of hell. we have proof of its spying just take a look at the building weblogs .

I tried banning the IP still nada...will try the host file
