Not getting POST need suggestions.

Got this Motherboard and CPU from work, you can read original story here.
Story

Original Motherboard(Gigabyte) seems dead but the CPU (Athlon 64 3200) not sure.
I put CPU to Original Motherboard and when you press the power all the CPU Fan does is twich and that's it.

I put CPU to a new MSI K8N NEO4-F and the fan spins but no post and also as soon as i put the power cord the fan starts to spin, i can turn off if i hold the power button for 5 seconds.

I have cleared the cmos by taken the battery out and also pressing the reset button on the motherboard, no jumper but button and nothing.

I'm going to take the motherboard out of the case to check if nothing is shorting it out but do you think it could be the power supply? I only have a 350watt PSU, maybe not enough juice for CPU?

IF the CPU was bad would the fan spin?

Well. You're gonna need to tell us some more information.
List the complete specs please. And tell us EXACTLY what happens when you turn on the computer.

Ex: Do the fans spin? Does the CPU fan spin? Does the board beep?

If the board beeps, please see your motherboard manual (if you don't have it, it can be downloaded from the Gigabyte website) for what the beeping means.

-Try booting with 1 stick of RAM
-Try booting without the harddrive (do you see the POST?)
-Try booting with bare minimums (unplug all case fans)
-Clear CMOS.

As far as I know, the Gigabytes have problems with the lack of MOSFET cooling. Blow a fan right over the MOSFETs (they're right behind the IO panel) and see if that helps.

Not too sure about that MSI though. That board could be faulty (it's a new board, you never know, it could have been BOA (Borked on Arrival) - random twist to DOA .

You will need another (working) CPU, use it to test the new mobo first, so you make sure it's fine. Then change cpus only so you can check that 3200+.

Else than that, you could ask a friend with a compatible mobo to test the cpu in their system.
