Many of the HP business, Dell business, and Lenovo lineups can take their CD bay and use it for a second hard drive using a proprietary adapter (plan to drop about 70$ for the adapter). Otherwise no go for a natural dual HD laptop. HD's take the entire thickness of a laptop to pack in and thus 2 laid end to end take up a great deal of real estate. Only 17"+ laptops can have multiple HD bays, though I believe there used to be a few 15's that could, but if I remember correctly, they all had heat issues when they worked hard, just not enough cooling with all that in there.
My choice would be the HP EliteBook 8440P. It has a Core I5-520M, 1600x900 HD+ anti-glare 14" screen, 2GB RAM, NVidia NVS 320M workstation discrete graphics, and using the HP Upgrade Bay (removes CD drive) as a 299$ upgrade, it can come with a 500GB 7200RPM HD in the upgrade bay (250GB 7200RPM HD already comes internally). Total with that 500GB drive is 1,498$ before ship/tax.
