How is he exactly flip flopping on this? He is a president during war time thus making him a "war president" and therefore making decisions on these matters and so forth. He never says he wanted to be a "war president" (unless I missed it).

You must not have seen the interview. He was beaming when he made this statement. This interview and the look in his eye when he referred to himself as a war president was the first thing I thought of when I saw this topic. It was quite memorable.
