You guys are repeating the talking points without understanding the whole story. Of course the Republicans did not introduce a Draft bill before the election. That would have been politically stupid. That does NOT mean they won't call for a draft after the election. Many people believe a draft will be necessary -- NECESSARY -- if Bush continues on his current course. Right or wrong, they do not see how we can possibly maintain our current military activities on the backs of Guardsmen and Reservists.
Rangel & Co. introduced the Draft bill to force this issue into the public eye. They want Bush and the Republican Congress-critters on the record as saying there will be no draft. It may not stop the Draft -- again, many feel there will be no viable alternatives -- but it gives the Dems ammunition in 2006 and 2008, and helps ensure Bush & Co. won't rush to institute a draft.
Sure is a lot of conjecture there.
