NTP Problems, Need Help

Okay here's the setup. I have two NTP Servers running. One's running version 4.1.72 under Win2k, and the other is running 4.1.1a under Red Hat 9. I need both of these servers to work, so that they can push out time to different segments of our corporate network. Running ntpq -p yields the following results:

Win2k Server:

I don't understand why the servers claim to be stratum 16. Anyway, the stratum # needs to change for both before they'll be of any use. any ideas? The ntp.conf files are below, editted for content of course.

At this point I'd jsut like some help getting these servers running, and then maybe some help with security later. The servers appear to be updating their clocks, and have produced drift files. They jsut seem to be stuck at stratum 16 for some reason. Any ideas?
