If you're seeing only circular rings, I think you entered 100000 in the field to get 100 kt. However, the blank is asking for kT already so you really specified a 100 Mt nuke. In that case, the outermost ring (radiation) extends into Connecticut. It says on the right what each ring signifies though you may have to scroll down to see the explanation. The rings are circular so this implies a lack of consideration for wind effects.
If you're seeing a big flare which isn't circular (i.e. you checked the "radioactive fallout" radio button), then it's taking wind into account and projecting that Connecticut would get some of the fallout. If you scroll even further down on the right, you'll see the estimated radiation dosage corresponding to each color.
