950 is not one of their most efficient cards I think
if this means the 1060 can get away with less than a 950 that's positive...
but, the VGA is ready to go? Nvidia was just waiting to spoil the RX480 party?

GTX 950 is actually one of the most efficient 28nm GPUs if you limit it to
75W
If the 1060 is low power enough to make do with only 2 phases to the GPU, then that would probably indicate that we're looking at a 75W or less card (the 750 Ti was a 2+1 design).
If we assume that 1060 is 75 and has the same efficiency improvements as GP104 (65-75%), then we would be looking at 80-90% the performance of a GTX 970, and 70-80% the performance of a 390X.
This would also leave a large gap in Nvidia's lineup TDP wise, with the 1060 at 75W and the 1070 at 150W.
Alternatively the 1060 is more than 75W of course, but then 2 phases seems a bit anemic. Looking at the pictured card and the size of the shroud and thus the cooler, it really doesn't look like a 75W card either.
