So I am buying a custom PC for twitch live streaming games like Battle Field 4, COD BO II, CS.GO, and Minecraft. I also do a lot of Photoshop and video editing. My budget is 1350 plus 75 dollar shipping. So should I get the Nvidia GTX 960 Superlocked or Nvidia GTX 970?
This is a tough question because not a lot is known about performance while gaming and streaming. It's hard to test and very few reviews cover it.
The 960 has a superior encoder, the 970 is the better GPU. Some use their CPU for encoding. If you plan to record / edit you'll also want a large SSD.
You can do it within your budget, don't even have to build it yourself :
$1099 + $12 shipping + tax :
Z97 motherboard
Intel Core i5 4690K (3.50GHz)
16GB DDR3 1TB HDD
Windows 8.1 Update 1 64-bit
NVIDIA GeForce GTX 970 4 GB
600W PSU
Gaming keyboard / mouse

That leaves about $120-$140 depending on tax, suggest add a 240GB SSD.
You'll be really hard pressed to beat this building your own, especially if you need to buy the OS / KB / mouse.
