nvSystemUtility showing NF in red ????

I am having problems with my PC. It seems that I am having trouble with more than one device on an IDE slot. I was having trouble putting both my DVD RW and my CD RW on the same IDE port. So I was only having my DVD RW in the computer. Now all of a sudden I am not able to have both of my HDs in the computer at the same time. I was thinking that maybe I am maxing my power supply out. I am not sure now. My power supply is an Enermax EG365P-VE.
The only thing I can notice is that when I go into nvSystemUtility looking at Voltages and speeds the "NF" is up at 1.700 which is through the yellow and high into the red.

Does anyone have any ideas? What does the "NF" in the red mean? Is this a problem?

That's just the northbridge voltage. 1.7 is fine, and what my NF7-S runs at.

So if that seems to be fine dows anyone have nay ideas why when I add my second harddrive which was always working fine I get to the windowsXP screen on bootup and then it just sits there. With the blue icon continuously going back and forth. It does not seem to freeze because the icon is moving it just doesn't go any further.

Right now in my PC I am trying to get the folloring running on an Enermax EG365P-VE which I believe should be plenty of power.

AMD Barton XP 2500+
DFI Infinity II Rev A
ATI 8500 Video Card 64MB
DVD RW Lite-On 4x +-
CD RW Memorex
(2) Maxtor 120GB 8MB 7200 IDE Hard Drives
7 Fans
USB Printer
USB Scanner

I am thinking maybe the power source coming to the motherboard from the Power Supply is a problem. Does anyone have any other ideas?

Seems a little high to me, I run mine at 1.5v with a 333Mhz bus and 1.6v with a 400Mhz bus.

I am going to try putting a different power supply in here and see if that fixes my problems. I have only had this power supply for 2 years so it surprises me that it would be having problems. I have done searches on both this power supply and the motherboard and I have not seen people complaining about either.
I am not sure if the 1.7V is an idication of something being wrong or not. I don't know what the problem is I just know the symptoms that I am seeing.
