NEW YORK - State officials say a plan to provide driver's licenses to illegal immigrants with valid foreign passports will enhance security by creating records of their identities. But critics say those records could compromise security instead.

New York has between 500,000 and 1 million undocumented immigrants, many of whom drive without licenses and car insurance or with fake licenses, Gov. Eliot Spitzer said in announcing the plan Friday. He said it would bring "people out of the shadows" into American society.

"They no longer need to hide and pretend they are not here," Spitzer said. "We will not become part of what is propagated on the federal level _ that if we don't admit they are here, then we can somehow not provide services. That is bad policy."

The shift in policy is geared toward increasing security and reducting insurance premiums for all New York drivers by an anticipated total of $120 million a year, said state Motor Vehicles Commissioner David Swarts.

Under the new policy, immigrants _ regardless of their status _ will be permitted to provide a current, verifiable foreign passport in applying for a license. The policy will be phased in, beginning in December.

The change drew the scorn of some Republican lawmakers from New York. Rep. Randy Kuhl, R-N.Y., said the new policy "undermines the preventive measures that protect our country from national security threats." The Sept. 11 hijackers had licenses that helped them rent cars and open bank accounts, he noted.

Kuhl also predicted the license policy would encourage people "to flood New York State," taxing its social services, schools, and hospitals.

But Michael Balboni, New York's homeland security head, said the new system would improve security because it creates public records that law enforcement agents and others can use to ensure true identities.

"What we are driving towards is the crucial concept in security: One person, one license," Balboni said.

Chung-Wha Hong, executive director of the New York Immigration Coalition, called the new policy a victory for immigrants.

She said immigrant New Yorkers who could not get licenses had a difficult time making it to work and getting children to school.

Similar policies have been adopted in Utah, New Mexico and other states.



If I could take my vote back from the last election I would. Crossed line to vote for this guy. Reduce insurance premiums my ass; just how many illegals does he think are going to run out and buy auto insurance?

Thanks Mr. Spitzer for compunding the problem in our great state of NY.

That is a dilemma. Face reality or not. NY (and other parts of the US, according to that article) choose to face it.

If you have a million immigrants you're obviously NOT going to deport, might as well allow them to get driving licenses...get their address...eventually tax them

I'd rather have licensed and insured illegals, than unlicensed ones. At least if I am in a wreck caused by one of them, I stand a chance of recovering my losses.

Don't tax them and give them licenses. Just deport them like you are supposed to.

That has a simple solution. Make them provide proof of insurance before issuing a license and put them in an SR-22 situation, where DMV is notified if their insurance lapses, then their license is suspended. Doh! Wait, that would leave us exactly where we were. :shocked:

Better to just deport them then.

I dunno... I think it will make the city extremely unsafe considering who most of the illegals are in NY..... does anyone have a link to the old Mad TV skit on DWA (Driving While Asian) or know what season it is for me to look for?

Like everything else happening in the city under the Bloomberg administration, the process of obtaining said licenses is corrupt and does NOT require that one be able to drive.

We already know for a fact that thousands of illegals fill out tax forms and send payment to the IRS. Your contention that we won't see an increase in auto insurance from this policy is highly specious at best, backed up by nothing substantive.

^ Taxing being an important concept here. I think that, knowing there is no chance in hell that immigrants will be deported, and knowing Congress is years from getting better immigration legislation through, if you can just create records of illegals (to create a database where their identities can be checked) while also finding some way to tax them and fix the problem of depleted social services in states like CA and NY, then you're on to something good. CA and NY are the two largest economies in the U.S. and 5th and 6th largest economies in the world. The illegal problem has to be addressed somehow if Congress continues to flounder.

I support it I live in NYC since 1990 and I'm U.S citizen(Hispanic descent).. like I always said they should give to those people have finish school here and they are here to stay not to leeching on a.k.a work and than leave, or use it for public charge programs(welfare). they should pay there fair share of taxes too.. if I have to pay taxes on my lousy pay check they should too illegal or not.

Why the thread title. "Bends Over" to who??? Illegal immigration activists? Since the federal gov't handles deportation, and is doing barely anything on that front, I'd say its being assertive to regulate illegal aliens. The "bending over" people are the ones who whine about hispanics and illegal aliens yet do nothing to change the situation.

What's really sad is that when an illegal is pulled over and discovered to be an illegal, they should be immediately deported after being stripped of any assets they have in the U.S. or perhaps after serving some jail time at a detention facility.

You are going from a situation in which it was impossible for illegals to buy insurance to one where it not impossible. There are obvious benefits to having insurance, and while I'm sure not all, almost certainly not even most will buy it, it is obvious that some will.

That's just common sense.

For one thing they don?t have the money to pay for insurance since most of them barely get by with what they do make. Plus they get by now without having any insurance, even if they got pulled over and had there 1000 dollar car towed they would still be ahead. Nobody is going to deport over a traffic problem so why would they care?

This license deal is just another thing to make them seem legal. I could see Mexico just passing out passports like mad if this goes through. It will also encourage people who are here illegally because they overstayed their visa and have a passport.

That's just common sense.

It can still be very difficult because many insurance companies in New York require a social security number due to credit reports now being used to determine the insurance rates.

Given the way matters are shapping, I think we should scrap the DV lottery: it simply makes no sense for a person to wait for a few years, shell a few thousand dollars, prove they are educated and with no criminal history in order to acquire the right to get in.

Perhaps the H-1 should go too: we'll simply let Starbucks become day laborers hubs (of sort) for Indian and Chinese IT workers.
