Whats the most vcore someone would want to put on a e6300 with stock cooling? I am getting one and I don't plan on o/cing its to its max. If I can hit 2.5/2.8 I'd be happy. Will stock cooling be ok? Or should I order a different cooler and if so whats the best bang for your buck budget cooler?

At 2.5-2.8Ghz, stock cooling should be fine. I'm at 3.15Ghz with stock cooling and not worried about the heat (~55-60C under load using core temp).
I might suggest undervolting though to keep the temps down like I have, and set the fan speed to max (~2200rpm) to keep it cool.
If, under load, you are going over 60C then you may want to look at getting an aftermarket cooler.

Well the stock speed for the ram is 333mhz DDR2-667, so 1:1 with FSB you would get 7x333 or 2.33Ghz. So that is without overclocking the ram.
How far your ram can go I don't know, but most will get to at least 400mhz DDR2-800 or more, so you would be looking at 2.8Ghz.
So really you would be looking at 2.8-3Ghz depending on how far your ram can go, and what motherboard you choose can also affect the ability to get a high FSB overclock (ie P965 chipset or the new nVidia 680i)

Try to keep temps under 60C load measured with core temp or Intel TAT, but lower will always be better.

Will value 667 memory o/c well past default or is that a no go? I know each stick is different but should I avoid the value stuff? My goal is really 2.6Ghz but hopefully 2.8Ghz at least.

Well I'm using Kingston Value Ram. Anand has a value ram overclocking comparison on Core 2 Duo which shows that all of them reach 400Mhz DDR2-800 which would give you 2.8Ghz. Prices in that article will be out of date now though.
So value ram would most likely get you to around 2.8Ghz or more as long as increase the volts on them.
