This is interesting, last night my husband said something somewhat similar. He thinks that whatever the man is on (prescribed) to stabilize whatever is wrong with him mentally wears off as the day wears on. He thinks they need to up his dose. First, so far as I can tell nobody dragged any Americans' bodies through the street at Benghazi (I assume you're referring to Benghazi when you mention the video.
As far as the evidence you asked for.
the guy who masterminded the attack said to others during the attack it was in retaliation for the video
the bipartisan report from the Senate Select Committee on Intelligence issued 2 years after the attacks says there's intelligence that suggests the video was related.
the attackers, recognized as members of a local militant group called Ansar al-Shariah, did tell bystanders that they were attacking the compound because they were angry about the video
AS far as that private citizen, Mark Basseley Youssef was convicted of bank fraud in 2010 and his arrest was due to probation violations which he plead guilty to.

As far as comparing Trump's dishonesty to his predecessor
The number of statements that Trump has made which are True, Mostly True, or Half True comprise 30% of his statements. Making him a liar 70% of the time
Whereas for Obama 75% of this statements were at least Half True

There's no need for him to have Congress investigate whether or not the Obama administration had intercepts targeting people in Trump's campaign, he literally controls the agencies that would have been running those intercepts. He doesn't need Congress to investigate this, he could just pick up the phone. This is just a transparent and sad (sad!) attempt to back away from this claim without looking weak.

It's interesting/scary to see how Trump reacts when he's cornered or desperate. He just keeps upping the ante even though he knows he'll lose in the end, banking on the fact that people aren't willing to follow him over the edge.
