No, it won't. History will look back at the Obama presidency as a liberal blunder: electing a novelty president who wasn't properly vetted and lacked any meaningful experience.
If Obama is remembered for anything it will be the expansion of the largest spying apparatus in the history of the world. That will only be noteworthy if we step back from the edge and say "enough is enough".

Yes, he finished implementing the plans of his predecessor wrt the NSA, following the wishes of Congress as well. Had he not, he'd be labeled as a terrarist coddlin' sekrit mooslim who hates Mericuh.

Heck, it caused us to invade another country for no good reason & spend a trillion dollars or so in the process just so it could be more fucked up after we left than before we started. And, yes, the economy was overheated & crashed at the same time. The NSA is like a dab of cranberry sauce on a plate of thanksgiving dinner in all of that.
Which is not to say that I agree with massive surveillance at all but rather to say that politicians avoid dealing with it the same way Superman avoids kryptonite. It just is, and until it's badly misused in some concrete & identifiable way, it always will be. It's like putting "under God" in the pledge of allegiance or Social Security.
