Odd Graphic interference after new video card

Recently I bought a new pair of monitors. While waiting for them to arrive, my previous video card crapped out so I got a new 290x also. Since connecting all three new items, on somewhat rare occasion I've come across odd interefence like distortion on my monitors.

I know it's not a monitor issue as the issue is a horizontal shimmer that occurs and it is identical across both monitors. So that only leave the new video card and some of the usb cables being plugged in at different locations (along with usb hub part of monitor).

It is not very consistent, was on for several hours last night snd it did not occur, checked it this morning before shutting it down and it was happening again. It doesn't happen on it's own, occurs in response to mouse or keyboard use.

My next plan is to relocate the usb cables to different slots, but if that doesn't remove it I'm pretty much out of ideas.

Do the video cables have ferrite chokes on them? Using DVI or HDMI or DP?
Next time this happens, can you take a picture of what you are seeing?

Also, maybe there is a power hungry utility, like a large air conditioner/fridge/compressor, that when turned on will put noise into the AC power signal your computer is using, causing the interference you describe.

Using hdmi and minidp outputs.

Thought about the ac, but I turned that off and had no change.

To imagine what it looks like, think of the surface of the screen like a body of water, and interferrence is as if you stuck your finger in the water, just that instead of radiating out evenly it happens at a random horizontal portion.

Ran into some HDCP problems, so going to swap out the minidp with DVI. If I can see it happen again after that, what is a good way to post a small video file? Assuming the picsbbdd site won't do any good for this.

Just take a screenshot with fraps, upload it to imgur and post the link here.

I'd suggest you do the basics, this makes sure you are not leaving something out. I suggest installing monitor drivers, make sure you uninstall all GPU drivers, download the latest ones and install them.

After that I'd just use different cables on both monitors, make sure it isn't the cables themselves, make sure its not the port on the monitors.

Finally if it comes down to the problem being the GPU you'd probably have to email their support or visit their forums and try to find a solution there. I doubt there is many people who've had the same problem here!

http://postimg.org is a good replacement for picsbbdd.
What software were you using to see HDCP issues?

Most of what you say makes sense, but as it appears identically across both monitors (it appears as horizontal line) I think that would rule out the monitors/monitor cables.

As I mentioned here http://forums.anandtech.com/showpost.php?p=37665200&postcount=25, finally got around to cleaning up the system after troubleshooting the old card and when I installed the newest driver started having computer locked errors. When trying to look into this, came across others talking about getting the screen flickering issue with 15.7 (15.7.1 gave me the lockups). Went back to a 14.# driver and haven't had any issues since. Hopefully a new driver set released soon so these things can get fixed.
