Odd light in the sky

So recently, i've noticed a strange light in the southwestern sky (225 degrees SW from near Albany ny) at dusk. The object seems static but eventually sinks below the horizon slightly farther SW. More interestingly, it reappears shortly after (around 6 30 eastern time), at 90 degrees due east, although much farther away. Its larger than a star with white lights surrounding and green and red inside. It must be man made considering its movement. I'm perplexed

Weather balloon experiment maybe? It sounds like it would have some thrust to it if it stays static though. But I can see this being possible. They are bigger than you'd think. They are sometimes trackable over ADS-B.
