That's a pretty foolish conclusion to reach. Aside from the obvious fact that one scene may not be indicative of the content of the entire series, your reaction to that one scene will differ substantially if you know the characters.

The Simpsons...when it was just a short clip in a variety show in the late-80's or early 90's...it was funny as hell. Again, lack of oxygen killed the writing staff's brains...yet they continued to write.
M*A*S*H was one of my all time favorites
Hogan's Heroes, Munsters, Adsams Family, and some of the others from the 60's were funny...at the time...not so much nowadays.
ALF was cute...in a stupid kind of way for the first season.
Barney Miller and Night Court were ok in their day.
Becker was so-so...watchable, but not hilarious.
Beverly Hillbillies and Bewitched in the 60's were good...well...
I could dig through the "sitcom list" on wikipedia for hours and find some that I enjoyed at various times over the years.
My current favorite (now cancelled) was Boston Legal. Stupid and liberal as hell...but still funny.

Holy hell, you fail. You like Alf and Home Improvement, but think the Office isn't funny? Did you also enjoy Bob Saget on America's Funniest Home Videos?

Yes, actually, Tim Allen's FIRST season wasn't too bad...but Alf sucked from the very first episode...I had kids who were either pre-teens or early teens, so I ended up having to watch it from time to time anyway.
Bob Saget has always sucked...even when he was in "Full House" with the Olson twins...(who also suck...but in a nice way)
The biggest problem with sitcoms is that they are produced on a weekly production schedule.
That means basically, one week to write them, one week to act them out, and one week to edit all the bloopers...
Not enough time to actually write quality comedy, not enough time for the actors to actually learn comedic lines, (so they get stuck with quickies) nor is it enough time to do a good job in production.
End result? Most sitcoms suck.
