Well Montana didn't look that great once he left the 49ers & went to the Chiefs (no more Rice, Brent Jones, Roger Craig, John Taylor) and Steve Young didn't look that great with the Bucs before he went to the 49ers. So you can't really remove Montana & Young from the system argument.
